VIC Pool Certificates of Barrier Compliance and Inspections
Your swimming pool and spa needs a Pool Certificate of Barrier Compliance to comply with the VIC pool safety standards and government regulations and keep children under 5 safe from drowning in backyard pools.
If a pool safety inspector inspects a pool or spa that does not meet the pool safety requirements, a Form 26 Pool Safety Non Conformity Notice is issued. This certificate is valid for 3 months, allowing any necessary rectification works to be completed. Essentially, it’s a formal document showing council you’re working on your compliance.

Why do I need a Pool Safety Compliance Certificate?
Statistics from Royal Life Saving National Drowning Reports which you can read >here reveal there is a high risk of children aged 0-4 years drowning in backyard swimming pools. The top reasons are

A Pool Safety Compliance Certificate is required when

How do I prepare for a Pool Safety Inspection?
Before the pool safety inspector arrives, you can check
- Trees, vegetation and objects are not in the 900mm arc of the Non-Climbable Zone
- Fences are at least 1800mm high with no more than 100mm gaps in between and under fences
- Gates are self-closing and self-latching
- CPR sign is installed within 3m vicinity of the pool

What if my Pool fails the Pool Safety Inspection
That’s completely normal – many pools and spas require minor repairs or rectifications to meet compliance standards.
If a Pool Safety Inspector finds your pool doesn’t comply with the fence and barrier safety regulations, a Certificate or Notice is issued outlining the required fixes.
In NSW, you’ll have 12 months to complete the necessary repairs. However, councils must be notified of non-compliance within:
QLD in 90 days
NSW in 6 weeks
VIC in 60 – 67 days
Some rectifications need a licensed builder. Choosing the right professional avoids unnecessary expenses and makes sure the work is completed correctly – the first time.
Do Spa Pools need to be Compliant and Certified?
Yes
Swimming spa pools need a compliance certificate. However, different standards may apply.
A compliant spa requires a
- child-resistant, lockable lid, or
- child-resistant barrier built to the regulations
- visible CPR signage within 3 metre vicinity
